It’s pretty damn hard to light gas with a cigarette, even more difficult when you’re out in the open.
It's the same thing as leaving your car running while refuelling. It's pretty hard to set your car on fire by letting it run. If an electrical spark is going to set it on fire, it would do so regardless of if you're filling up or not.

yeah, the no smoking rules at gas stations are more for the lighters and matches needed to light a cigarette, rather than the cigarettes themselves.

Correct, an open flame is much more likely to ignite the gas and its vapours. A cigarette though, not so much.
